The primary flights, body conformation, bill eye cere are not typical of the White winged Dove (Zenaida asiatica). The tail feathers & the appearance of the frayed & broken tips are very typical of a Ringneck kept in a small wire cage. It is most likey an escaped cage bird or even possibly a released bird from a "white dove release" ceremony in the area.
